Inspection and Licensing Service for Low Voltage Switchgear Systems

What Is Inspection and Licensing Service?

EAE Electrotechnics' inspection and licensing services are carried out by our supervisors to ensure that the PanelMaster switchboard, which are assembled by our PanelMaster Gold and PanelMaster partners, are in compliance with PanelMaster design and application rules.
The purpose of this process is to ensure that customers purchase a truly type-tested panel system. This is accomplished through inspections to confirm that PanelMaster low-voltage panel systems, manufactured by EAE Electrotechnics with type tests performed by internationally accredited DEKRA laboratories in compliance with IEC 61439-1/2, are assembled in accordance with the design and application rules.
The inspection and licensing process for low-voltage type-tested systems is exclusive to PanelMaster. Authorized PanelMaster Gold and PanelMaster partners are the sole providers of PanelMaster type-tested switchboard installation and sales.
EAE Electrotechnics has an inspection services unit within the company to control switchboard specifically that is installed by the partners. Our supervisor visits the partner's workshop for inspection to verify that installed switchboard meets PanelMaster's design and application rules. Upon successful inspection, a detailed inspection and licensing report is prepared and shared with both the client and the authorized partner. If a situation contrary to the design and application rules is detected in the switchboards, the supervisors team does not approve them, and the necessary corrections are reported instantly to the panel builder.

Is An Inspection and Licensing System Mandatory According To The IEC Standard?

Inspection and Licensing is not a mandatory requirement in the IEC 61439-1/2 standard. Inspection and Licensing is a special practice implemented by EAE Electrotechnics to eliminate the dissatisfaction of customers and employers since many original manufacturers and assmebly manufacturers (panel builders) operating in the low-voltage enclosure market do not fulfill their responsibilities assigned to them in the standard.

Who Are The Manufacturers In LV Switchgear Systems And What Are Their Responsibilities?

In the IEC 61439-1/2 standard, two manufacturer definitions are made for low voltage switchgear systems:
Original Manufacturer: The organization that designs and verifies the switchgear in accordance with the 61439-1/2 standards.
Final Manufacturer (Panel Builder): The organization that performs the electrical installation of the designed and verified switchboard in strict adherence to the original manufacturer's design rules and takes responsibility for the manufactured switchgear.
Note: The Final Manufacturer can be a different organization from the Original Manufacturer.
For the type test conditions to be fully met, it is mandatory for the Assembly Manufacturer (panel builder), who makes the electrical installation, to fulfill its responsibilities specified in the standard, as well as the responsibilities of the original manufacturer who produces the panel, performs the type tests and documents them. The original manufacturer must provide the assembly manufacturer with documentation detailing its design and assembly rules for the panels it manufactures, type tests, and certifies.
Based on the definitions provided, both the original and assembly manufacturers have distinct responsibilities to fulfill.
This unique inspection and licensing system implemented by EAE facilitates a deeper understanding of type test standards among panel builders, ensures compliance with project specifications, and enables contracting and investing companies to procure fully type-tested switchgears. In this way, it is guaranteed that our customers receive a type-tested switchboard with design verification and control, rather than a switchboard that merely appears to be type-tested solution.
